Institutional Assessments
I undertake institutional assessments to determine whether existing governance and organizational frameworks are consistent with sound public debt management.
Assessments include evaluating legal frameworks, governance structures, coordination mechanisms, staffing, systems, and internal controls, using recognized diagnostic tools such as the DeMPA (Debt Management Performance Assessment).
Country assessments undertaken in Barbados, The Bahamas, Grenada, Kenya, Palau, Papua New Guinea, St. Lucia, and Suriname.

Debt Recording
My work in debt recording focuses on assessing the completeness, accuracy, and timeliness of recorded debt data for both external and domestic debt, as well as for contingent liabilities, such as loan guarantees and public-private partnerships.
I also work on training back office staff on using debt management systems (Commonwealth Meridian) to record public debt and related transactions, observe robust recording protocols, and to maintain high data quality.
I have trained more than 300 debt management professionals from over 30 countries.

Debt Reporting
I work with debt management offices to improve the scope, frequency, and quality of debt reporting, aligning it with international debt reporting standards and transparency initiatives.
My work includes supporting the development of quarterly debt statistical bulletins, annual debt reports, and debt portfolio reviews. I also help offices to improve internal reporting for their executive and for key policymakers.
Countries which have improved debt reporting include Guyana, Jamaica, Myanmar, Samoa, and Suriname.

Debt Performance Assessments
I conduct structured assessments of public debt management performance using well-established diagnostic tools such as the DeMPA framework.
I evaluate performance across key pillars: governance and strategy development; coordination with macroeconomic policy; borrowing and related financing activities; debt recording, debt reporting and operational risk management.
Based on the findings, I facilitate the development of reform action plans.
Most recent country assessments: The Bahamas, Jamaica, and Palau.

Capacity Building
I design and deliver targeted capacity building programmes to strengthen staff capabilities and skills in public debt management. Capacity building is tailored to country-specific needs.
Capacity building efforts have included conducting training workshops on debt recording systems (Commonwealth Meridian); debt transparency requirements, debt reporting, and principles and practices of debt management.
I also develop training materials, as well as content for e-learning modules and other knowledge sharing tools.
In 2021, I worked on a major project to develop content for the Commonwealth Secretariat Meridian flagship e-learning module.

Procedures Manuals
I support debt offices in documenting and formalizing their operational procedures to ensure consistency, transparency and compliant with strong internal controls and business practices.
I draft comprehensive procedures covering debt recording debt reporting, payments administration, data validation and debt reconciliation, records management, debt issuance, and debt strategy formulation. I follow-up with training on use of the manual to help ensure integration into operational practices.
Procedures manuals written for over 12 countries in Africa and the Caribbean.
